The ROI on Enterprise search is huge for a simple reason. It provides employees with the two most important resources needed for productivity - information and time.

Several excellent studies have been conducted in this area. The one that I find most impressive was an analysis conducted by Sue Feldman of IDC back in 2001called the High Cost of Not Finding Information (pdf). The study cited three contributing factors to ROI:

A credit for the time that an employee would have wasted fruitlessly searching for information.

A credit for the time saved by not re-inventing the wheel.
A credit for the impact of the poor decision that would have been made as a result of having bad information or perhaps none at all.
I would however recommend to anyone looking to justify an Enterprise Portal and Search investment to Executive or Middle Management not over-emphasize such ROI analyses.
